| D. Glenn Brock, the founder of Brock Clay’s Education Law practice, has represented Georgia school districts since 1988. He also has served as counsel to state school superintendents, school board chairs and the State Department of Education, and has been appointed as special Assistant Attorney General to assist with state education department matters. Mr. Brock also has helped draft various education-related legislation on behalf of school districts, including the law requiring fingerprinting of school employees and the Constitutional amendment authorizing K-12 school districts to seek voter approval for a special local option sales tax. He is approved by the State to provide required training for Georgia school boards on issues of board governance, effective boards and superintendent searches. He was appointed by Governor Sonny Perdue to serve on the IE2 steering committee, which made recommendations of flexibility options for K-12 schools.
Mr. Brock manages the largest education practice in the State and the only full-service practice serving large school districts in Georgia. His business background also serves superintendents and boards as they make decisions under ever- increasing financial pressures. He leads School Boards through superintendent searches and has successfully overseen this process for the current superintendents in five of the 10 largest systems in Georgia. In addition, he has handled hundreds of teacher performance-based discipline hearings on behalf of Georgia school districts.
